Alderwood And Longleaf at Kettle Run
The Alderwood and Longleaf applications are requesting to rezone 608 acres of agricultural land to build 1,481 houses. The proposed developments are located on Vint Hill Road.
There are numerous problems with the proposed development including the impacts on the environment, school system, local infrastructure, and county finances, which are explained in more detail below.
Overcrowded Classrooms
Our elementary schools are overcrowded. This is negatively impacting academic outcomes and overburdening the hard-working educators that teach our children. Nokesville Elementary School is already over capacity by then 104 students! These two projects are estimated to add another 927 students to overcrowded schools (404 ES, 216 MS, 307) Resulting in an excess students for the Elementary School, Middle School and High School. Even if the new students are allocated to nearby schools there are multiple developments in the pipeline that will cumulatively create overcrowding issues for every nearby school. We cannot continue on the current path where growth in student enrollment occurs before increases in school capacity.
Creates a Financial Burden for County Taxpayers
These rezoning applications do not offer any monetary contributions to offset the significant capital expenditures needed to create new school facilities for 927 additional students. Building new school capacity for this many student will cost around $89.1 Million and the developer is offering zero dollars in proffers to mitigate financial burden on our school system.
Incompatible Development
This development does is not consistent with community development standards to ensure that density is appropriate with the surrounding community. The nearby subdivisions are mostly rural neighborhoods including many with 10+ acre lots. This development is proposing a density of 2.44 houses per acre, which is a density more than 24 times higher in comparison to existing neighborhoods
Inadequate Infrastructure
There is minimal public transit nearby and this community does not follow smart-growth principles. It takes more than an hour to walk to the nearest train station, which is not conducive to transit oriented development. Encouraging excessive sprawl will worsen traffic and accelerate the need for costly infrastructure upgrades. This development will negatively impact our counties ability to meet environmental goals.

I hope this email finds you well. I am writing to express my strong opposition to the Alderwood and Longleaf at Kettle Run Rezoning Applications These application raise significant concerns about the impact on our community schools and local infrastructure. My concerns are listed below.
Overcrowded Schools & Financial Burden to Taxpayers: Our local schools are significantly over capacity. Considering these rezoning applications will generate approximately 927 new students. Moreover, these rezoning applications do not offer any monetary contributions to offset the $89.1 million needed to create new school facilities for 927 additional students.
Incompatible with Adjacent Rural Communities: The proposed density of this development is up to 24 times that of nearby neighborhoods. These rezoning applications do proposals does not represent a gradual transition density consistent with the intent of conservation residential development.
Infrastructure Limitations : The proposed development will add thousands of vehicle trips to our roads, exacerbating existing traffic issues. These two developments alone will double the population in the area below Vint Hill road by adding more than 4,600 residents. This proposal will create significant thru traffic. on rural roads that do not have sufficient capacity. Given the area's limited access to public transit, this density is unsuitable and it will place excessive demands on local infrastructure.
This current rezoning application does not represent smart growth, and it will have a substantially negative impact on our community. The Alderwood and Longleaf Developments should be lower density with SR-1 zoning to mitigate impact on our schools, local infrastructure, and the surrounding neighborhoods.
